The Respaid model does not suggest recovery or collection costs to be borne by the debtor :

Legislation does not require that collection fees be charged to the debtor during the amicable phase. This means that a debtor is not obligated to pay these fees.

Respaid has implemented this operational model to obtain crucial data for optimizing the rate of recovered debts: It appears that some debtors are capable and willing to pay these fees. Nevertheless, this configuration may lead to disputes.
